In 1989 Carol became a Naperville Township Trustee. In 1990, in order to fill a vacancy, Carol was appointed to the position of Township Clerk and is still serving as Clerk. In her position as Clerk she was instrumental in getting absentee voting into the township office and reaching out to the community to register eligible high school students to vote. She also made paid passport applications available at the township office. Carol has been very active in the Township Officials of Illinois serving as President of the Clerks Division and also served on the T.O.I. Board of Directors. She has been a strong supporter of T.O.I. annual scholarship program and informing the local high schools of this scholarship program. Carol has been a Republican Precinct Committeeman for more than 20 years, and has also served two years as Treasurer for the DuPage Federation of Republican Women. Currently she is Vice-President of the DuPage County Township Clerks Association.

Carol and her husband, Jack, and their 4 children have lived in Naperville since 1976. Their oldest son, Todd a graduate of Purdue University and wife Ann Marie, have three children. He is a Major in the Army, stationed at Fort Hood, Texas but currently serving in Iraq. Their second son, Scott a graduate of Northern Illinois University and wife Karin, has two children and live in Plainfield. Daughter Jessica, a graduate of Waubonsie Valley High School and Southern Illinois University currently is living and working in Los Angeles. Son John, also a graduate of Waubonsie Valley High School and Western Illinois University, lives in Naperville. Carol is a long time member of Big Woods Congregational Church and also an active member of the local Moose.

Key Issue 1 To find cost effective ways to meet the needs of the constituents in Naperville Township. Sometimes the most cost effective way to provide services is to outsource them to people who can provide the services in a more economical manner. Rather than hire youth counselors we support NCO to provide counseling services to our youth and family residents of the township. Rather than provide job search services we support the Community Career Center to help our unemployed and underemployed residents. We also support Loaves & Fishes, Snowball program in the high schools, TRIAD, and other local social service organizations which provide services to our residents.

Key Issue 2 It is important that our board work together as a team to make decisions regarding our current services, anticipate our future needs, and budget accordingly to meet our obligations without exceeding our income. The current board has met these objectives and kept the tax rate at just over 1% of your total tax bill.

Key Issue 3 Be a champion for township government. Demonstrate the value of township government to the residents of Naperville Township. Encourage the residents to be more active in township government by attending board meetings, the annual meeting, and making suggestions to the township officials and trustees about issues that are of importance to them.

1. Name the three most important goals or objectives this board should tackle in the coming term. Prioritize them, and briefly discuss why you believe each to be critical, and how the board should go about addressing them.

1) Provide excellent service to the residents of the township. 2) Provide those services in the most economical way. 3) Plan for the anticipated needs of the residents of the township.

The board should evaluate the effectiveness of each line item. I do not serve on the board and have no vote on these items.

2. In the 21st century, with municipalities gobbling up vacant land, why are townships needed? Should they be serving a new role? If so, what?

Townships not only serve the needs of people in unincorporated areas, but we serve the needs of everyone within the township boundaries. The Illinois constitution specifies the duties of the township – providing general assistance, fair and equal assessment of all real estate within the township, and to provide highway and bridge maintenance for unincorporated areas of the township. We can add or eliminate those services as the needs of the residents change.

3. What should be the primary responsibility of township government?

To be responsive to the residents of the township, listen to their comments and suggestions, weigh the pros and cons, and be fiscally responsible before making decisions.

4. In these hard economic times, can you identify some township expenses/programs that could be trimmed or eliminated to reduce the tax burden?

Naperville Township provides a lot of ‘bang for the buck’. Considering that our portion of the total tax bill is just over 1%, even if programs are reduced or eliminated, the tax savings would be minimal at best. Of course, we will consider every line item and eliminate it if it does not provide value to our residents.

5. What makes you the best candidate for the job?

I live in unincorporated Naperville Township. The Township is my grass roots government and I believe in and am actively involved in the day to day operation of the township. As clerk, I am in the township office every day providing services to the residents including voter registration and passport applications.
