A Plan For Keeping America In The Hands Of Americans

Introduction

We've heard about the Spanish company Centra holding the lease on the Trans Texas Corridor, the Indiana Tollway, etc., and many are probably aware that foreign companies are buying American infrastructure rapidly. Now the Sovereign Wealth funds which many countries hold are buying our foreclosed homes. Abu Dhabi has $875 billion, Norway $391 billion, Singapore $303 billion, Kuwait $264 billion in their funds to name a few. These countries are hiring American real estate companies to buy billions in foreclosed American real estate at bargain prices. This is intolerable, embarrassing and unacceptable for a Sovereign and once great nation to endure.

We will soon be debtors in our homes to other nations who hold our debt. The dollar is so disrespected abroad that these countries want real American assets instead of worthless paper and as always, unfortunately, there are greedy individuals and corporations, more interested in profit than patriotism, who are willing to oblige. It is time for Americans to take a stand against the selling off of America! Chuck Baldwin and Darrell Castle are prepared to take the lead in keeping America for Americans and offer the Baldwin/Castle Doctrine as a solution to protect America from takeover by foreign interests.

The Baldwin/Castle Doctrine

No foreign government or world government body or entity, not even an ally or neighbor of the US is allowed to own any portion of US roads, airports, homes, buildings, lands, waters, resources (oil, gas, precious metals, minerals, etc,), religious facilities (no matter what faith), stocks, bonds, US treasury notes, businesses, banks, military bases or military assets or manufacturing facilities in the US regardless of how much the foreign governments donate to the political campaigns or private fortunes of US officials, elected or bureaucratic, or even to the US treasury.

Education

Does anybody really believe that, despite the billions of dollars spent, that the “education system” is not deteriorating at a rapid pace in the United States? Maybe it's time to get back to the basics, including following the Constitution of these United States.

Since the Constitution grants the Federal Government no authority over Education, the 10th Amendment applies, which sets forth: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

Because the federal government has absolutely no jurisdiction concerning the education of our children, the United States Department of Education will be abolished under a Chuck Baldwin Administration, and I will work to have all federal legislation related to education repealed. I oppose enactment of any federal laws subsidizing or regulating the education of children. Under no circumstances should the federal government be involved in national teacher certification, educational curricula, textbook selection, learning standards, comprehensive sex education, psychological and psychiatric research testing programs, and personnel. Because control over education is now being relegated to departments other than the Department of Education, it should likewise be made clear that no federal agency, department, board, or other entity may properly exercise jurisdiction over any aspect of children's upbringing.

I wholeheartedly support the unimpeded right of parents to provide for the education of their children in the manner they deem best, including homeschooling or private or religious instruction. My Administration will oppose any and all federal legislation that would interfere with or restrict that liberty.

I support equitable tax relief for families whose children do not attend government schools. “Education” will only start to improve in this country when control of the education of our children is returned to the states, the local communities and, most importantly, to the parents.

Firearms

The right to keep and bear arms is guaranteed by the Second Amendment to the Constitution; it may not properly be infringed upon or denied. Therefore, a Baldwin Administration will uphold the right of the citizens to keep and bear arms and will oppose attempts to prohibit ownership of guns by law-abiding citizens, and, further, will stand against all laws which would require the registration of guns or ammunition.

Judge Roy Moore, recently noted that “Our ancestors firmly believed in God-given “unalienable rights” and had no reservation about using guns, when necessary, to defend those rights against tyrannical oppression. Before there was a Constitution, our guns guaranteed the rights God had already given us, including the right to bear arms. The Constitution was written and designed to protect, not preclude, those very rights.”

Richard Henry Lee, a signer of the Declaration, once said, “To preserve liberty, it is essential that the whole body of the people always possess arms, and be taught alike, especially when young, how to use them.”

Just as the right to bear arms is necessary in the defense against tyranny, so to is that same right vital for the purpose of self-defense. American citizens use a firearm to defend themselves more than 2.4 million times EVERY YEAR. That is more than 6,500 times EVERY DAY. This means that, each year, firearms are used 60 times more often to protect the lives of honest citizens than to take lives. Furthermore, of the 2.4 million self-defense cases, more than 192,000 are by women defending themselves against sexual assault. And in less than eight percent of those occasions is a shot actually fired. The vast majority of the time (92%), the mere presence of a firearm helps to avert a major crime from occurring. That is what Congressman Roscoe Bartlett (R-MD) concluded after extensive research. According to Rep. Bartlett, the number of defensive uses is four times the number of crimes reported committed with guns.

The United States is properly a free and sovereign republic which should strive to live in peace with all nations, without interfering in their internal affairs, and without permitting their interference in ours. If I were President, I would begin the process of safely extracting our troops from Iraq. In the first place, our troops are no longer fighting a war, they are an occupation force, which occupies a sovereign country. And this is being done without a Declaration of War. The Iraqi people resent our occupation as much as we would resent another nation stronger than ours invading and occupying America.

If such a thing happened to our beloved country, I'm sure many of us would also become insurgents.

In the second place, the invasion and occupation of Iraq was absolutely unnecessary. Instead of sacrificing more than 4,000 American lives and the lives of tens of thousands of Iraqi citizens (not to mention some 2-3 trillion dollars), President Bush should have supported Ron Paul's bill, H.R. 3076, the September 11 Marque and Reprisal Act of 2001. This is the constitutional way to deal with rogue terrorist organizations. This is the way President Thomas Jefferson responded to the Barbary pirates.

According to Congressman Paul, A letter of marque and reprisal is a constitutional tool specifically designed to give the President the authority to respond with appropriate force to those non-state actors who wage aggression against the United States while limiting his authority to only those responsible for the atrocities of that day. Such a limited authorization is consistent with the doctrine of just war and the practical aim of keeping Americans safe while minimizing the costs in blood and treasure of waging such an operation.

Had President Bush responded in this manner, tens of thousands of lives would have been saved, trillions of dollars would not have needed to be spent, Osama bin Laden and most of his fellow terrorists would likely be dead, and we would not be bogged down in a nightmarish military quagmire in Iraq. And, if I were President, this is exactly how I would handle terrorist organizations such as al Qaeda.

Neither of the two major parties has any interest in bringing our troops home. No matter which of those parties wins the White House, our troops would continue to be used for U.N. missions all over the world. They would continue to stick our nose wherever it does not belong. They would continue their utopian plans of nation-building, empire-building and international meddling. When I become President empire building and playing policeman of the world will come to an immediate halt and the United States of America will once again begin conducting itself as the Republic it was meant to be.

Health Care

Government regulation and subsidy constitutes a threat to both the quality and availability of patient-oriented health care and treatment. Hospitals, doctors, and other health care providers should be accountable to patients - not to politicians, insurance bureaucrats, or HMO Administrators.

If the supply of medical care is controlled by the federal government, then officers of that government will determine which demand is satisfied. The result will be the rationing of services, higher costs, poorer results - and the power of life and death transferred from caring physicians to unaccountable political overseers.

I support proposals for employee-controlled “family coverage” health insurance plans based on cash value life insurance principles.

The federal government has no Constitutional provision to regulate or restrict the freedom of the people to have access to medical care, supplies or treatments. I, therefore, support the elimination of the federal Food and Drug Administration, as it has been the federal agency primarily responsible for prohibiting beneficial products, treatments, and technologies here in the United States that are freely available in much of the rest of the civilized world.

I condemn and will oppose any legislation designed to secure government subsidies for special interests, such as the HMOs, and/or to protect the artificially high cost to consumers of prescription drugs. A Baldwin Adminstration will work to put an end to corporate welfare in all areas, including the health care industry. I further support the right of patients to seek redress of their grievances through the courts against insurers and/or HMO's.

I also oppose any legislation, such as Homeland Security Bill, H.R. 5005, which seeks to authorize the forced vaccination of American citizens against small pox. The government should not have the power to force people to receive immunizations or vaccinations.

“The time for rhetoric is over. We will seal our borders and ports. I support construction of a fence to secure our borders, but a Baldwin Administration will not wait for the construction of a fence in order to seal and secure our borders. We will utilize whatever force is necessary, including regular military personnel, to effectively secure our borders immediately. It is lunacy to send troops and National Guard half way around the world to protect the borders of Iraq while leaving our own borders wide open.

“Employers in America who knowingly hire illegal aliens are prosecuted to the fullest extent of the law. In plain language: any employer who consciously hires illegal aliens would go to jail. They would not pass Go; they would not collect $200; they would go straight to jail.

And I guarantee you this: The day before my inauguration as President will be the last day the that Mr. Ramos and Mr. Campean will have to spend in prison. They will be released from prison on the first day that I that I am President and be returned to their jobs with the US Border Patrol if they still want them. Their persecution by the Bush Administration has been a disgrace and a nightmare for these gentlemen and their families. The nightmare ends the day I become President!”

Jobs

The Constitution Party supports reimposing tariffs on all foreign imports

In order to keep jobs in this country, we need to have a trade policy that works in the best interest of the American people. To this end, I favor a tariff based revenue system, originally implemented by our founding fathers, & which was the policy of th United States during most of our nation's history. A tariff on foreign imports, based on the difference between the foreign item's cost of production abroad and the cost of production of a similar item produced in the United States, would be a Constitutional step toward a fair trade policy that would protect American jobs and, at the same time, raise revenue for our national government.

This CNN news story talks about the quickly growing multi-billion dollar industry that is helping corporations send American jobs overseas.

A Chuck Baldwin Presidency would signal the end to the stranglehold that the modern day moneychangers have over our economy and provide the opportunity for a rebirth of the American dream.

National Defense

It is a primary obligation of the federal government to provide for the common defense of the United States of America, and to be vigilant regarding potential threats, prospective capabilities, and perceived intentions of potential enemies.

The maintenance of a strong, state-of-the-art military on land, sea, in the air, and in space will be of the highest priority in a Baldwin Administration. As General Charles E. Jones, III, USAF (Ret), as said, 'Our Air Force and Navy must be so strong that no aggressor, whether terrorist or otherwise, could ever believe they would survive an attack by our forces. Our Army and Marines must be kept strong, well equipped and prepared to deal with any threat to our nation. Having a military which is second to none in strength and preparedness for the defense of our nation, there should be, with few exceptions, no need for the boots of our military on foreign soil.

I strongly support the modernization of our armed forces, in keeping with advancing technologies and a constantly changing world situation. I further support the deployment of a fully-operational strategic defense system as soon as possible. We will not allow a unilateral disarmament and dismemberment of America's defense infrastructure. History shows that which is hastily torn down is not be easily rebuilt.

Recent history also shows that foreign military adventurism is likewise destructive to this nation's national security capability. I wil insist that all defense expenditures should be directly related to the protection of our nation, and that every item of expenditure must be carefully reviewed to eliminate foreign aid, waste, fraud, theft, inefficiency, and excess profits from all defense contracts and military expenditures. The primary beneficiaries of a strong national defense should be the American people, not the military-industrial complex.

The goal of U.S. security policy is to defend the national security interests of these United States. Therefore, except in time of declared war, for the purposes of state security, no state national guard or reserve troops shall be called upon to support or conduct operations in foreign theatres.

As Commander-in-Chief, I will always give our troops my full support and will make it the highest priority of my administration to make sure that our soldiers are well-trained, well-equipped and well-led. 'Supporting the troops' means putting their interests and America's interests first and not in needlessly endangering them by engaging in “policeman off the world” military adventures all over the world. We should be the friend of liberty everywhere, but the guarantor and provisioner of ours alone.

As President I will never deploy American troops into combat without a declaration of war by Congress, pursuant to Article I, Section 8 of the U.S. Constitution.

Under no circumstances will the Baldwin Administration commit U.S. forces to serve under any foreign flag or command. I am adamently opposed to any New World Order, and will reject U.S. participation in or a relinquishing of command to any foreign authority.

In a Baldwin Administration, the armed forces of the United States will always serve under the flag of the United States and the mission of our armed forces will always be to provide for the common defense for these United State of America.

“The Fourth Amendment guarantees the right of the people to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures, including arbitrary or de facto registration, general and unwarranted electronic surveillance, national computer databases, and national identification cards. Civil governments must be strictly limited in their powers to intrude upon the persons and private property of individual citizens, in particular, that no place be searched and no thing be seized, except upon proof of probable cause that a crime has been committed and the proper judicial warrant issued.

“America is engaged in an undeclared war with an ill-defined enemy (terrorism), a war which threatens to be never ending, and which is being used to vastly expand government power, particularly that of the executive branch, at the expense of the individual liberties of the American people. “The “war on terrorism” is serving as an excuse for the government to spend beyond its income, expand the Federal bureaucracy, and socialize the nation through taxpayer bailouts of the airlines, subsidies to the giant insurance corporations, and other Federal programs.

“I oppose any legislation and/or executive order, that deprives the people of their rights secured under the Fourth and Fifth Amendments under the guise of “combating terrorism” or “protecting national security.” Examples of such legislation are the National Security Act, the USA PATRIOT Act, and the proposed Domestic Securities Enhancement Act (colloquially known as “Patriot II”).

“I will oppose and vigorously support the movement already underway in many state legislatures to repeal the Real ID Act. The national ID card called for in the Real ID Act of 2005 is repressive, invasive, and unconstitutionally violative of the fourth amendment rights of the people. The “Real ID” has been unadvisedly promoted as a deterrent to terrorism and illegal immigration, but would not resolve either of those problems as evidenced by the fact that several of the September 11th hijackers used legitimate driver's license.

“American citizens should not be required to carry identification papers or be data based by the federal government. A Baldwin Presidency will put the United States on the road to becoming a free country once more!”

Abortion

The pre-born child, whose life begins at fertilization, is a human being created in God's image. The first duty of the law is to prevent the shedding of innocent blood. It is, therefore, the duty of all civil governments, and that certainly includes the office of the President of the United States, to secure and to safeguard the lives of the pre-born. I affirm the God-given legal person hood of all unborn human beings, without exception.

In addition to guaranteeing the legal person hood of the unborn, Ron Paul's Sanctity of Life Act, which I wholeheartedly support, would strip the appellate jurisdiction of the Supreme Court in all cases of abortion in accordance with the U.S. Constitution, Article III, Section 2. This would mean that Roe v. Wade would immediately pass away as any legal authority on this issue. There would be no need to worry about putting a Supreme Court on the bench that might eventually make the right decision on this issue. We can, therefore, end legal abortion immediately upon enactment of the Sanctity of Life Act.

Republicans tout themselves as being “pro-life.” Yet, the GOP controlled both houses of Congress and the White House for six years and did absolutely nothing to overturn Roe or end abortion-on-demand. If the Republicans were really serious about being pro-life the could have already ended legal abortion in America. Obviously the Republican Party and most GOP politicians are not serious about ending abortion, but are, regrettably, simply content to perpetuate the issue to manipulate pro-life voters.

Under my administration, we could end legal abortion in a matter of days, not decades. And if Congress refuses to pass Dr. Paul's bill, I will use the constitutional power of the Presidency to deny funds to protect abortion clinics. Either way, legalized abortion ends when I take office.

United Nations

I strongly oppose American participation in any form of world government organization, including any world court.

As President I will terminate United States membership in the United Nations, and its subsidiary organizations, and terminate U.S. participation in all so-called U.N. peace keeping operations and I would bar the United Nations, and its subsidiaries, from further operation, including raising of funds, on United States territory.

American troops must serve only under American commanders, and as long as I am President American forces will never serve under the flag of the United Nations or any foreign country.
