Key Issue #1: Taxes are the Number 1 issue in this campaign. The same basic team of incumbents have been running Naperville Township government since the 1980's. During that time period taxes and township spending have risen, even though the vast majority of area residents now recieve their services from their municipal governments, rather than the township. Now, with a bad economy, declining property values, and rising taxes, people simply cannot afford more of this type of lax leadership. Upon taking office, I will propose a number of concrete steps to dramatically cut and streamline township spending and return money to taxpayers.

Key Issue #2: Accountability. I believe that taxpayers have a right to know what their money is paying for. I will put the township's entire budget and spending on-line for all to see, and update it every month, so that people know what they are getting for their money. Government should be tranparent and open to everyone. Currently, residents are asked to fill out Freedom of Information request forms when they have questions about township government. As supervisor, I won't make residents ”“jump through hoops”” to get the information they are entitled to.

Key Issue #3: Responsibility. The township government should be managed in a fiscally responsible, business-like manner. In 2004, the incumbents (including my opponent) took taxpayer money and awarded themselves a massive pay raise that cost taxpayers hundreds of thousands of dollars. They collected their ”“bonus”” for four whole years. Then, in 2008, with an election coming up, the same incumbents lowered their salaries in a transparent attempt to trick the taxpayers into thinking that they were ”“fiscally responsible.”” This ”“playing games”” with tax payers will not occur when I am Township Supervisor. Spending will be cut. PERIOD.

Q&A: 1. Name the three most important goals or objectives this board should tackle in the coming term. Prioritize them, and briefly discuss why you believe each to be critical, and how the board should go about addressing them.

The first and most important goal should be to reduce spending and reduce the township's burden on taxpayers as much as possible without compromising essential services. I am confident that this can be done by streamlining and cutting spending.

The second most important goal will be to improve accountability and transparency. Let people see where their money is going, and solicit their input regarding ways to streamline programs and cut spending. Part of this involves putting the township's budget and spending on-line. Part of it involves better communication. All people in the township should be communicated with and fully aware of the services and spending done with their money. As I have gone door-to-door, it has become increasingly clear that the township government does not do a good job of communicating or offering services - particularly in the Aurora part of the township. The third most important objective is responsibility. There will be NO ”“stealth”” pay raises or other shennanigans. For example: the township government recently sent a glossy mailer to residents that looked suspiciously like a campaign mailer, not their typical newsletter. It was paid for by the taxpayers. This type of thing is an affront to residents and will NOT be tolerated when I am supervisor.

2. In the 21st century, with municipalities gobbling up vacant land, why are townships needed? Should they be serving a new role? If so, what?

Township government is largely a ”“hold-over”” from when this area was rural. There are some good programs that the township should continue to offer, and there are other things it should do more of. These include assistance to senior citizens, veterans, job-seekers, etc., and come under the township's general assistnce mandate. Township officials should take a more active role in being responsive to the public and serving as taxpayer advocates. However, these are not costly things. In fact, many could be organized as voluntary or private/public joint programs. That said, there is no need for the type of spending and infrastructure that the incumbents have burdened local taxpayers with.

3. What should be the primary responsibility of township government?

Under Illinois law, township's have three basic responsibilities: 1.) assessing property values, 2.)maintaining roads and bridges in unincorporated areas, and 3.)providing general assistance.

In today's tough economic climate, the primary and over-arching responsibility of township government should be to find ways to perform its duties under the law in the most cost-effective and responsive possible manner.

4. In these hard economic times, can you identify some township expenses/programs that could be trimmed or eliminated to reduce the tax burden?

Yes. For example: the highway department is a huge expense. I will propose more efficient ways to maintain the roads in unincorporated areas (without sacrifing service) such as township/municipality agreements and streamlining. I will look hard at all spending programs, salaries, etc., including current real estate and infrastructure holdings, and propose concrete ways to comprehensively cut spending and taxes upon taking office. This is not something that will be ”“talked about.”” This will be done immediately.

5. What makes you the best candidate for the job?

I am the best candidate for the job of Naperville Township Supervisor because as a small businessman with a young family, I understand the burdens local residents face in these tough economic times. I have my own strong track record of service to the community. In contrast to my opponent, who has been involved in township government and partisan politics for over 35 years, I offer fresh ideas and energy to serve all the people of Naperville Township. I hope your readers will take the time to learn about this race (after all, they pay the taxes), and vote for me on April 7th!
